Duties Summary This recruitment is for a full-time temporary contract position for one year with the Planning Department.
This position performs clerical and accounting duties related to recovery from the 2018 Kilauea eruption with Community Development Block Grant funds for Disaster Recovery (CDBG-DR) provided to the County by the U.S. Department of Housing and Urban Development (HUD). This position reports to the CDBG-DR Financial and Compliance Supervisor.
This position is exempt from civil service.

Examples of Duties - Perform clerical and accounting duties for programs and activities associated with the CDBG-DR funds including, but not limited to, a Voluntary Housing Buyout Program.
- Understand and interpret agency functions, regulations, policies, and procedures.
- Apply policies and procedures to administer CDBG-DR programs and funding.
- Assist staff in maintaining financial record keeping systems, verifying fiscal records and statements, and assisting with monitoring to ensure program compliance.
- Aid in the processing of drawdown requests with supporting documentation, and requests for financial payments and transfers.
- Assist with grant management by reporting on expenditures and reimbursements.
- Create and maintain paper and electronic filing systems, obtain and verify financial information, and provide clerical and data entry services.
- Participate in financial audits with internal and external auditors, as may be required.
- Assist with payroll-related duties for positions funded by CDBG-DR, as may be required.
- Perform other related duties as required.
Minimum Qualification Requirements Preferred Qualifications: A combination of education and experience substantially equivalent to:
- Graduation from high school.
- Three (3) years of clerical experience, preferably conducting bookkeeping, maintaining or reconciling ledgers, and preparing financial reports.
- Exceptional written and verbal communication skills.
- Demonstrated ability to prioritize tasks, exercise judgement and take initiative to organize assignments.
- Proficient with standard office computer software; experience with standard office equipment.
- Experience with government grant programs is desirable.
