This blended HR role offers a unique opportunity to support MNsure’s mission by combining two critical HR functions: classification analysis and full-cycle recruitment. As part of the DHS HR Team supporting MNsure, this position plays a key role in shaping MNsure’s workforce—both by ensuring positions are accurately classified and by attracting the talent needed to deliver essential services to Minnesotans. The Staffing Specialist plays a key role in helping MNsure operate efficiently by maintaining a strong, well-aligned workforce and attracting the skilled professionals needed to serve Minnesotans effectively.
In collaboration with the Classification Team, you will provide professional-level advisory services that ensure MNsure positions are properly structured, aligned, and supported. Key responsibilities include:
In partnership with the Talent Acquisition Team, you will lead full-cycle recruitment efforts that bring top talent into MNsure. Responsibilities include:
This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where MNsure and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to job allocation and selection issues. The position assists in preparing written proposals for presentation at collective bargaining with other members of the HR office.
Human Resources Specialist 1: Two (2) years Human Resources experience supporting staffing functions within a large organization (1000+ employees) such as creating job postings, reviewing resumes, job analysis and talent acquisition.

Human Resources Specialist 2: 3 year’s professional Human Resources experience within a large organization with at least two of the following: job analysis, compensation analysis, classification job audits, and full cycle recruiting.
