ROLE AND PURPOSE
- The primary role of the Compliance Specialist for special education is to provide consultation and support services in assessment, technology, and to assist evaluation staff in completing initial and reevaluations for students who meet the criteria for special education. This includes assisting evaluation team members in developing skills to produce effective initial and re-evaluations.
QUALIFICATIONS: Education/Certification: - Texas Teacher's Certification in Special Education and/or other certifications, preferred
- Bachelor's degree, required
- Master's Degree, required
- Educational Diagnostician, required. LSSP, or SLP certification will also be considered if experience requirements are met.
Experience: - Five years of experience as an educational diagnostician in assessing and evaluating students for Special education eligibilities.
Special Knowledge/Skills: - Possess strong knowledge and skills related to the evaluation of students with disabilities. Knowledge of cognitive and achievement assessments
- Knowledge of identifying Learning Disability, Dyslexia, and Intellectual Disability
- Knowledge of C-SEP and XBASS
- Bilingual preferred
MAJOR RESPONSIBILITIES AND DUTIES: INSTRUCTIONAL MANAGEMENT: - Collaborate with administrators, campus staff, educational diagnosticians, and outside agencies to provide support regarding special education evaluation.
- Provide coaching support to evaluation team members in order to build campus-level professional capacity.
- Implement a systemic and sustained approach to professional development.
- Conduct full and individual evaluations (FIE) of students using the most research-based, best practice model(s) through such things as individualized testing, play-based assessment, team assessment, classroom observations, conferences with teachers & parents, and other evaluation instruments and methods necessary for a thorough evaluation of the 13 eligibility categories.
- Serve as a required member of the Admissions, Review and Dismissal committee meetings for all REED, initial, reevaluation, amendment and 30 day transfer ARDs.
- Obtain and use data to examine evaluation trends and measure the effectiveness of professional learning in effective report writing, and maintaining compliance.
- Implement and evaluate actions designed to meet the district's compliance with SPP 11.
- Apply legislative decisions and regulations to the design and implementation of a free and appropriate public education (FAPE) for all eligible students.
- Assist with evaluation coverage, as needed or assigned.
- Assist with campus diagnostician as needed or assigned.
- Attend DART/ART meetings as needed.
- Monitor due dates for Initial Evaluations, Annuals, Reevaluations, and communication with diagnosticians on delinquent or missed timelines.
- Exhibit proficiency in computer usage and instructional technology.
INSTRUCTIONAL MANAGEMENT: - Have a working knowledge of district policies and practices that relate to the department.
- Communicate and collaborate with key stakeholders across departments to ensure the universal design of curriculum and instruction for all learners.
- Create and monitor a collegial and team-oriented atmosphere within the Special Education department.
- Work collaboratively with colleagues and peers, related services providers, medical practitioners, and teachers to plan and align evaluation and ARD timeline/due dates for compliance.
SCHOOL/ORGANIZATIONAL IMPROVEMENT: - Collaborate with special education department heads to ensure teachers and school personnel receive in-service training, including but not limited to: confidentiality of records/ confidential student information, ARD process & procedures, data management system, documentation & timeline compliance, and the ARD Decision Making Process for state and local assessment determinations.
- Understand how to design and provide accommodations and modifications for diverse student needs.
- Support evaluation team professional learning communities.
- Provide instructional support for diagnosticians regarding assessment and writing FIEs.
- Provide instructional support regarding the administration of various assessment tools.
- Collaborate with principals and evaluation team members.
- Provide assistance to schools to support the design and implementation of various assessment tools designed to identify students with disabilities.
- Work collaboratively with campus administration in the achievement of district and campus goals.
ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT: - Assist Special Education Curriculum Coordinator in the ordering and dissemination of various assessment tools.
- Assist Special Education Curriculum Coordinator in the implementation of local, state, and federal mandates.
STUDENT MANAGEMENT: - Provide assistance and training in strategies to support special needs students (e.g. dyslexia, inclusive practices).
SCHOOL COMMUNITY RELATIONS: - Provide assistance to new and experienced evaluation team members through individual and group professional learning opportunities.
- Update and revise the Diagnostician Handbook. Work collaboratively and productively with colleagues, parents, and community members.
- Effectively communicate the district's mission, instructional philosophy, specialized instructional supports/services, and curriculum implementation strategies to campuses, community, and special education department.
PROFESSIONAL GROWTH AND DEVELOPMENT: - Develop annual personal growth plans for continuous professional learning.
- Actively seek to grow professionally through interdepartmental collaboration with colleagues, review current literature relevant to student learning and best practices to facilitate the alignment of work within the department to the most effective instructional practices for continuous improvement and with instructional technology as well as technology used for management.
SUPERVISORY RESPONSIBILITIES: - Supervise/mentor new and experienced diagnosticians as assigned.
MISCELLANEOUS: - Communicate regularly with the Curriculum Coordinator.
- Able to drive between campuses daily.
- Maintain emotional control under stress.
- Perform other duties as may be assigned by the Special Education Leadership.
